The Collapse of the 28-Article Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the tension triggered by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been contained. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: a renewed assault of missile and drone strikes on Kyiv.

The Cycle of Negotiation and Warfare

The sequence of opposing developments captured the grim essence of the current period. By day, political struggles are waged: hopeful statements are issued from different nations. Considerable effort is allocated on containing specific proposals. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the key method for achieving "resolution".

Nighttime Reality

As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is able to track rocket firings from enemy soil, a capability enabled by timely intelligence. From observation points, Ukrainian air force fighter jets that had been dispatched to engage hostile cruise missiles roared overhead – advanced fighter aircraft provided to Ukraine by European allies.

Shortly after, Kyiv's missile defense thundered: defensive missiles deployed against a incoming threat. This was a modern interception technology at work, probably supplied through partner states. Every deployment shakes the surroundings, causing tremors. The moment of terror quickly becomes grim resignation: perhaps the hostile projectile won't cause damage this time, protecting urban areas from devastation and additional electricity failures.

Ongoing Risks

Following this, a heavy machine gun engaged a drone in the vicinity, part of a defensive team – probably Western-made equipment. Regrettably, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its destination.

With pauses, this carried on until dawn. Kyiv greeted the daybreak reports: multiple fatalities, damage and utility failures in multiple buildings as a result of the evening attack. As customarily, everyone still continued their routines – enduring hostilities. But those full day encapsulated Ukraine's vital need on external assistance – a reliance that European nations are evidently unprepared to replace in the near term.

Unsuccessful Negotiations

The comprehensive proposal from US administration provoked deep reactions, controversy and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.

Every new proposal from American administration adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually achieve victory. This pattern will, no doubt, persist.

Strategic Calculations

It is convenient to criticize particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. American leadership functions according to a premise well known to seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The US administration believes that it is unrealistic to pressure the Kremlin to abandon the areas that it currently occupies in Ukraine's south or east.

The challenge is that while recognising this factual reality, Washington does minimal to prevent Kremlin actions, through diplomacy or military means, from believing that the situation will not shift further in its advantage in the near future.

Conflicting Perspectives

Therefore, the Kremlin is confident that time is on his side – that Ukraine and its partners are nearing depletion. Their incentive to accept conditions that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's leader remains completely certain in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing people and territory but averting a complete military breakdown until circumstances change in its advantage.

Current Realities

Objectively, there are no real preconditions for a ceasefire. Now, subjective factors are entering the equation: leadership ambitions to negotiate peace and secure international recognition, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unsuitable, so that their priority does not move to internal issues. And although their mission will now be significantly challenging after current events, it remains highly unlikely that this will change their overall approach.

These opposing factors are guiding negotiations.

Summary and Prospects

It took a only one week to terminate the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, current information leaks, all achieved their purpose.

While new plans based on established approaches are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and reflect specific hesitation to modify developments, if they remain united and improve their protective measures at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, primarily depend on ongoing international assistance.
